A mercantile kingdom that stretches from the edge of Nabata much of the way to modern-day southwestern Lycia. Primary caretakers of the unfathomably lucrative Nabata-Arcadia trade route, they wield colossal political power and make copius use of mercenaries to supplement their minimal standing army.

Strong magic flows through this land, wild and untamed. Dragons have laid claim to it since time immemorial, and shrines to unknown gods dot the hills and forests. Monsters appear here constantly, forcing the Celestial Council to leave a large contingent of elite arbiters to patrol the area - and escort trespassers away. Or eat them.

Perhaps the single largest geographic feature in all of Elibe, Nabata is a desert so vast that some say only magic could have created it. Sparsely populated by man and beast alike, ruin explorers and traveling caravans who brave it always keep an eye out for its legendary sandstorms, said to be able to flay the flesh from a Dragon's bones in minutes. So far, no one has volunteered to test the theory.
