Here we are, the big T. What can you get away with in a futuristic long-past version of Elibe with crazy magic and some hints of fancy technology? Quite a bit, it turns out - but there are limits.
Most of Elibe is situated comfortably somewhere in medieval fantasy land - knights, archers, maybe crossbows, catapults, trebuchets, that kind of thing. Depending on the specific kingdom you find yourself in, there may be some level of magic present as well; geomancers and floramancers aiding in crop growth or erecting fortifications, for example. The specifics will vary heavily of course, but this is the 'default' of civilization for the most part. The Lycian Divide barely even has the magic thing going, they're pretty basic at this point - refugees mostly left behind their fancy stuff and the food/housing crisis has people a lot more worried than anything else.
More magically advanced areas, like Arcadia and some of the Pleiades installations, mix in a wide variety of magic to push the envelope a bit. It's perfectly fine to have automatic doors (MAGIC!), teleport pads (also magic!), or even animated stairs in some of the weirder parts of the world, just remember that by and large 'magic' is the default explanation.
A FEW kingdoms, and I mean few, may push the limits further. Austranova has pushed into clockwork / industrialization to a significant degree, for example, and other areas may be able to produce intelligent automatons via magic or similar. By and large these areas have significant downsides to make up for the advantage; Austranova is fairly small, chafing at its borders, and has very little in the wise of magic or natural-born heroes. If a clan can make intelligent automatons possessed by bound spirits, the process would be extremely difficult and costly and not easily mass produceable.
The above are the absolute forefront of Nocturne's advancement - there is no modern technology and never will be, no computers or automatic rifles or cell phones or androids. Some of these things can be BS'd to a degree via magic (but talk with me BEFORE introducing them), but let's not turn things into an arms race of advancement, yes? Pre-Scouring Elibe may be finishing a golden age of advancement, but they aren't throwing around tactical bombers and nukes just yet. Besides, that's why you have dragons!
